Check meeting notices, agendas, minutes, budgets and owner communications. Ask when the purchase was discussed, whether a vote occurred, and which governing-document provision the board used. Lack of a message to every resident does not by itself prove the installation was unauthorized.
Who can access the data?
Ask for named user roles, administrator permissions, audit controls, retention settings and the current list of outside agencies with access. Separate HOA access from police access and vendor support access.
What does the contract cost?
Request the signed contract, order form, installation charges, annual subscription, renewal term, termination clause, insurance requirements and invoices. Confirm whether costs are paid from an existing security budget or a separate assessment.

Ask whether police receive direct login access, alerts, searches upon request or shared-network access. Request the written policy, agreement and audit process. Do not assume the HOA or police description is complete without the governing documents.
How can residents obtain records?
Send a focused written request under the HOA’s governing documents and applicable state rules. For police or municipal records, use the relevant public-records process. Ask separately for the contract, approval record, invoices, policy and sharing agreement so one broad request does not become unnecessarily expensive.
How can a resident propose a board action?
Review the bylaws for agenda and petition requirements. A proposal can ask the board to publish the contract, adopt an access and privacy policy, require periodic audit reports, pause expansion, or schedule an owner discussion before renewal.
How can residents ask the HOA not to renew?
If residents want the board to not renew the agreement, put the renewal date, notice deadline, total cost, documented concerns and a specific requested vote in writing. Ask for the issue to be placed on a properly noticed meeting agenda. Avoid claims that owners may stop paying dues or that litigation will necessarily succeed.
