Free lookup — submit a US plate (state optional). We call the configured audit-source adapter.
Preview — see match status, source scope, and limitations. Full evidence stays behind payment.
Checkout — Stripe one-time payment for $9.99 or $19.99. Success URL alone never unlocks a report.
Delivery — after webhook-confirmed payment we generate HTML/PDF, email a time-limited link, and (for the toolkit tier) enable ZIP download.

Payment success, report generation, and email delivery are separate states with retries. If email fails, the paid order remains recoverable.
